I was watching the movie "day after tomorrow" and I saw where the ice was moving up the flag pole and for that matter all of the building. How was that done? Digital tutors has a tutorial on animating ribbons that showed something near that. Could this tutorial be adapted to do this?

Missed that movie. You can try the ribbon tutorial but visualizing that scene from what you've told I'm guessing it might've been achieved by using layers. They would've had an animated model of a frozen building as a layer over the non-frozen building...so ice forming the shape of the building.
There're couple of great tutorials using fuilds and particles building shapes in dynamics, and in the Realflow kit.

Im haveing a bit of trouble imorting shaders into my maya. just Got Maya 7.0 Unlimited or something for Christmas and I made a few modles downloaded some shaders. but hos do I import them in to maya?

You have to open the hypershade panel. Go to File > Import.
You can also put all your shaders in your project's renderData>Shaders, and again in the hypershade, open the project tab and navigate to the shaders' folder.
