You need to make sure that you have make paintable on the surface selected to tell the system to allow the paint fx to attach to the surface.

The hair finally appear. However, my hair seams to meet another problem.
The hair grows only from one segment of my head. Therefore,I refer to Maya help. In maya help , it tells me fist you should select the surface on which you want to create hair. I duplicate my model, then delete all the faces leaving head face only. Then I select the head and go to create hair. The result is that the hair grows from one segment of the head. How do I tell my maya to grow hair from whole head? I refer to maya help . It says” When you first create hair, the hair appears sticking out perpendicular (normal) from the surface. The hair is displayed in the Current Position. Before editing the hair, be sure to change to either the Start Position or Rest Position.” However, I search for all the attribute editor in vain .I cannot find “Current Position” items in attribute editor. What can I do to create a whole head of hair? THANKS

Is the head geometry a NURBS surface, or is it polygons? If you are using polys, you need to make sure that the head has some sort of UV layout, because hair is dependent on the UVs.

Here is a link to a Digital-Tutors video that talks about basic UV mapping:

In the "Create Hair" options, you can find attributes that control the number of hair patches, the length of the hair, ect.

You may find Digital-Tutor's Hair training kit to be extremely beneficial in helping you get the look you want with your character:
