Depends on the look you are going for. You can do it with textures or if you require a great amount of detail you can use hair to create it...or even paint fx if you want. The main thing is what level of detail do you need?

You'd have to use curves. Model the basic shape of the hair using a nurbs primitive. Select the isoparms and go to Edit Curves > Duplicate Surface Curves. Attach the PaintFX hairShortBlack to these curves by selecting the curves and then the brush. Go to Paint Effects > Curve Utilities > Attach Brush to Curves. I suggested using hairShortBlack because sometimes the other brushes are harder to transform. You can change the color afterwards.
The problem is that you will probably have to use a lot of curves to make the brow look realistic, especially for an extreme closeup. In that case, you might have to manually draw a curve for each hair, to show variation among the size and width.
Hope that helps.

You can parent the curves to the skin, and the paintfx strokes will follow. Select the curve and then the face and press P.
