Particles Goals and Cluster

Hey. So, I'm trying to get a cluster from a particle system to be the only particles to pay attention to a goal I've applied to the particle system. Any ideas? I can't seem to find a way to link the cluster to the goal. Is this even possible. I'm new to XSI, having switched from Max.
