In the Hypershade panel, create a Ramp (not a rampShader).
Make two variations of the ramp colors in the attributes, i.e. put a white at the bottom and a medium gray at the top.
Middle mouse button and drag a "Sampler Info" node from the "General Utilities" menu, on to the Ramp. Select "Other", the connection editor will open up.
Select "Facing Ratio" from the Outputs, and in Inputs expand Uv Coord to select "V Coord".
Lastly, middle mouse button and drop this modified Ramp on your main skin shader. Select "Other". Plug the Out Alpha of the Outputs into Reflectivity of the Inputs.
Hope that helps.

Thanks ! The idea is to make my own map for more realistic bump reflection for the skin shader
which connected to fresnel. and dont know where to connect it in maya 8?

You can still use a Ramp with Sampler Info and plug that into your skin shader. Here's a Maya 8 render. I used a blinn for the main shader. The left image is with Fresnel, and the right is without.
