I'm looking for an issue to animate vertex, especially I wanna parent some vertex to a null object.

You cannot link vertex to an object you need to link the object to another object

Hello,
I worked on Maya before moving on 3ds Max, and I used to link some vertex to what we call a cluster.
I'm looking for such a solution.

Okay you could probably select the vertex and on the top toolbar use the select and link to the object this will parent the vertex and the other object together. this is called "parent and child" if you animate the vertex (as the parent) and the child (the object is the child) if you the animate the vertex the parent the child will follow. You can also make the child independent from the parent where the child will move on it's own
yes it is possible to link a vertex/vertex selection/vertex soft selection to another object.
though its not done with the usual linkage-tool, you need to select the vertices (with or without softselection) using a polyselect/meshselect modifier (edit poly/edit mesh works as well, but they are heavier processing) and then with the selection active in the modifier stack (you see these vertice dots next to the modifiers name) you need to apply a "linkedXForm" Modifier, and choose the controlling object, which should parent the movement. so you link the xform of another object to the vertex-selection.
p.s.: XForm stands for the transformation matrix (translation/rotation/scaling) of any object (for example see reset Xform in the utilities to define the current state as an unscaled unrotated state = very helpful for linked objects).
