Is it possible to make a title for an animation in After effects which consists of the following effects...

The title is written on to a piece of paper...

The paper rolls up and reveals the animation...

If so...How would I do this?

Yes, I believe that's all possible in After Effects.
Look in the After Effects Help for the Effect called "Write-On"
To animate the brush stroke, the help area tells you how to do this, I believe it's called Motion Sketch or something like that which allows you to record yourself painting the strokes. This can all be done to reveal your title image which makes it look like it's being drawn on.

Once you have this as it's own composition, you can then nest this comp into a new one where you can do the rolling up effect. There are a lot of ways to do that. You might look at the Cylinder effect, or under transistions for a page peel, or page turn effect which may let you do what you want.
Sorry my advice is so general, but I hopefully gave you some areas to look into.
If you need more help, just ask. As in my advice here, breaking the effect down into a couple steps will help you get there. Focus on the writing part by itself, then on the paper rolling up as the second part.

Thank you so much! I've never used After Effects...It confuses me so much which is so annoying because I know you can do alot of cool stuff in it!

Yea. The challenge is to learn the basics on these powerful tools. Like with music, or other professions it's the ones who thoroughly understand the basic concepts very well that can go on to make great things happen. So my advice to you who is new to it, is to get through these lessons here in After Effects, and expect at least 6 months before you really really understand the program. It's a program where people can work in it for years, and still not know it fully. So hang in there and you'll be cranking things out before long.
