In the femail android video the extrude tool is used extensively, but when i try to use it in global mode its usually out of place... usually is placed at where the original shape's origin was
The image below has an example of what i mean:

that is completly normal, when you first make an extrude, it doesn't take into account the new section you just created so the manipulator will by lined up with the face you had selected before making the extrude.

but in the videos, whenever they use the extrude tool its centered whithin the selection (when in global mode) just the arrows change so they match the global XYZ axis. That is what i want...

about the extrude tool global mode or the manipulator, what you see in the tutorial its only applicable in the previous version of maya, many tools been modified and renamed in maya 8 so its kinda difficult to follow the steps in the tutorials, the solution to your problem is when you extrude, push the insert button in your keyboard and reposition the manipulator to the center or to the selected faces. its kinda time consuming but thats the only solution i know hope this helps....

Do you guys find Maya 8 to be better or worse than the previous version?

I have the same problem and because of it I don't use Maya 8. I'm a 3D modeler and this is the tool I use the most. So I use Maya 7.
I would like to know if this problem has been fixed for Maya 8. I cant image it still being a issue. I can't believe there hasn't been more complaints about this.

Interesting. I've used Maya 7 for many years now and I'd never noticed it before. However, I was able to duplicate that happening in Maya 7 -- so I don't think it's necessarily a version bug or anything. I'd say it's more that there's something going on causing it. I just haven't had time to play with it much to figure it out. I'd be interested to see if anyone does, though.

Hmmm. Well I had a chance to try Maya 2008 and the problem seems to no longer exist. I also tried Maya 8 on someone else's computer and every time you go to world space the manipulator goes to the center of the world. I have never been able to duplicate this problem in Maya 7, it will always go to the center of the selected faces when you select world space. It doesn't make sense to be working on a particular area on your mesh, use the extrude feature, switch from local to world space only to have to move the camera to the center of the world open another viewport just to make sure what your moving is going where you want it in your main viewport. Nor does it make sense to place the pivot point constantly if you are relying on world space extrusion.
Its like the problem I had when I found out in Maya 8 that the scale tool by default was set to Component Use Object Pivot, so when I tried to scale to verts or two objects it would place the manipulator in the center of the world. That was pretty annoying until last week.
There has to be a option for the extrude feature to function like it does in any other version of Maya. right? (OMG, frustrating) haha

I also had the same problem in version 8. I found it corrected in 8.5. Made it impossible to work with it when it started that, that's for sure!!.
