When I try to create a MEL file, it doesn't appear in the files types. I can create one, but I don't know what settings do I have to select.

You can download the .mel interpreter from EditPlus other file types (http://www.editplus.com/others.html)

Then after you put that in the right place you can go to New -> Others then select mel.
