How can I make this amazing glow material in mental ray?

Hello,

I've been trying to find ways to make a cool glow material for 3ds max/mr but all results so far are not really attractive, and most solutions involve using lens effects which I don't like.

I stumbled upon this youtube video:

It looks amazing and the non-english description appears to mention 3ds max and mental ray. Anyone has got any idea on how to do that?

Its even got light streaks! how can I make them???

You can use video post to do that kind of effect. I would read the reference file
